According to Arcep, the prices of the mobile dropped between 2006 and the 2009
regulator of the télécoms has just published its first price index for the mobile services. If they dropped over the period observed, all the users did not benefit from it.

It is the principal conclusion of the first price index for the mobile services carried out by the regulator. A forthcoming edition will cover the period 2009-2011.
This index results from the data of the regulator and the operators. Concretely, the prices would thus have dropped by 2,8% per annum over the period observed (out dated mobile). Remain that this fall was not the same one for all.

“Indeed, they are the large users of fixed prices which benefitted the most from it. Since 2006, their invoice lowered each year of 9,1% on average. In same time, the small consumers holders of fixed prices saw the prices of their mobile services decreasing by only 2,7%. The least well parcelled out are the consumers of prepaid charts, often least easy. For these, the invoice increased by 1% ", comments on Jean-Ludovic Silicani, president of the Authority.
The retreat observed on the prices is also depend on the temporal distribution of the calls. The consumers telephoning in majority the evening and the weekend profited from a fall of the prices twice more important (- 10,6% on average annual) that those whose consumption is distributed in a more homogeneous way or in majority during the day (respectively -4,9% and -4,6% on average annual for these two profiles).
The structure of the offers of the operators explains this disparity: the additional or unlimited communications of the offers of abundance being usable the evening and the weekend,
the consumers more frequently calling in these time beaches are favoured.
In addition, by taking of account the index of minimal expenditure (which evaluates the prices but also the expenditure associated with the changes with consumption), the average invoice is even into light rise: + 0,5% per annum.
Remain that this tendency depression should continue this year and the next years. The Mobile arrival of Free, the aggressiveness of the MVNO, the reaction of the historical operators obliged to adapt to this news gives (in particular Bouygues Telecom and SFR), will have positive effects on the average expenditure.
“Intuitively, it seems to me that there was a stronger competing animation in 2010 than in 2009 (...) than one can think it is than there is an increasing competing pressure which will be still accentuated in 2011, then in 2012 with the arrival of a new operator”, Jean-Ludovic Silicani adds.
